Would it be possible to create a random encounter with the encounter builder? I think it would be nice if you could input the characters levels, then select the level of challenge you want the encounter to be and the. A list of options could be presented for different encounters that would meet that criteria. I.e. if I had a party of 3 level 8 characters, and I wanted to create a Hard Challenge encounter for them, the encounter builder could pull a list of different creatures that would provide that, to include if it was low power creatures in greater number. This could be very useful if I wanted to create an encounter on the fly during travel if I feel the party needs something to engage them or if I am stuck with what to throw at the party.
It'd be possible, but it'd be very hard to make it any good. You'd generally get incoherent lists of monsters. (Something like: 1 Air Elemental, 3 Ankylosaurus, and 2 Bearded Devil)
I suggest making a few setting-appropriate encounters in advance, so you have something to toss at the party when needed. Every time you use one, make another. When the party levels, downgrade the difficulty, top up the monsters, or discard them as appropriate. It looks like more work, but hammering random encounters into shape in a hurry is going to be a lot harder in practice.
