So, when you aren't the DM of a campaign and you're just a player, you can't see other people's backstories or their background, even if you're in the same campaign. That's all fine, our campaign keeps a lot secret from other players and that's a big source of mystery and fun!
However, if you hover over someone's (tool and language) proficiencies, you can get the source of them, and it'll tell you the name of their background. I don't want anyone to be able to accidentally see my background just by viewing my sheet. Is there a way to turn this off?
Unfortunately I don't have an answer to your question.
In a campaign we are starting (I'm not the primary DM) I actually would love to see the character backgrounds for the other players ... in order to create story hooks between the characters and also plot hooks for the campaign.
Can DMs see all? I know that the work around is to export to PDF all the character sheets and then email the information, but I like the living document feel that the digital copies provide.
Actually I recreated the OP statement of "hovering" and found it displays how a PC obtained that tool. In my test, Urban Bounty Hunter displayed above Three-Dragon Ante set. This would also dislpay for any language or other proficiency on your pane.
So, if you don't choose game or tool set, I think you could hide your background choice. You would need to keep those proficiency or languages secret but discuss with DM.

DMs can see everything in a campaign, yes! They can also edit character sheets from their end.
Thanks! Hopefully somebody will have the answer to your original question.
