1) Yes. "For all practical purposes, the simulacrum is the oblex, ..." Taking damage should be one such practical purpose.
2) No. There is no attack option listed for the simulacrum in the oblex' stat block, so it can't use the simulacrum that way.

Can the simulacrum use a pseudopod attack? Yes. The simulacrum would probably need to form an actual pseudopod to attack with, which would deform the simulacrum and make it instantly recognizable as a slime monster, but if the simulacrum is in combat anyways, then its cover is probably already blown.
I'm going to take a moment and disagree with pangurjan - I see no reason for an Oblex's simulacrums to be unable to pick up a weapon and attack with it. Especially since the Oblex gets weapon and armor proficiencies from using Eat Memories. The simulacrum still won't have its own initiative, and attacking with a weapon will count as part the Oblex's Multiattack action, which will be far less damage than the pseudopod, but it should be doable.

2) eh... The proficiency thing is a little bit weird to begin with. The Oblex gets the proficiencies of the creature it ate the memories of, but presumably uses them with its own proficiency bonus. For simplicity’s sake I guess, but it feels odd to me. The Oblex, as written, can’t use Cha for attacks if it eats a Hexblade’s memories nor Int if it eats a Battle Smith’s either. It wouldn’t be overpowered, though it might give the Oblex access ro ranged attacks.
As an aside, it annoys me that the Oblex can attack with its bludgeoning pseudopods using Dex for the attack and damage rolls. There are no finessable bludgeoning weapons in the PHB, and as far as I know not anywhere else either.

The Staff attack on the Nagpa really annoys me. The damage is too much and it's finesse.
I'm probably late to the conversation, but I recently ran an oblex encounter where I used humanoid spellcaster/close-ranged fighter statblocks from the monster manual and Volo's as simulacra while having the Elder Oblex play a more passive role in the battle. The simulacra used their own initiative and stats, with the main focus of the battle being to take down the Oblex rather than destroying the simulacra. If the players got close to the Oblex, then it might lash out with a pseudopod, but for the most part, I refrained from using its spells and other abilities and just had it move away from them while the Simulacra did the fighting. Each time they destroyed a simulacra, I gave the Oblex an ability back, 1 killed being basic spells, 2 being per-day spells and 3 being devour memories. The players had fun strategizing on ways to control the simulacra while others went for the main body.
