I think people want to play a dwarf and not a "custom character". Especially the beginners. So it's better to have a proper chapter to build a dwarf instead of a completely free point buy system.
However, I understand the demand to personalize the bonuses, too. :D So instead of creating subraces or whatever they're called you might say dwarves have 2 ability points to spend on strength OR constitution in any combination and one free point you can distribute freely. Max 2 on a single ability. This way we have a dwarf who is dwarvish, and you can support your class with that 1 free point that represents the personal talent. A completely free race creation would only support min-maxers and it would be even more complex to create your hero.
Tasha's rules of changing racial abilities is cool. You could do it anyway, but written guidelines are required for the less experienced players. For example changing an elf's weapon proficiency to musical instruments.
Freeing the language skills sounds reasonable, too.
The custom character described in Tasha is very good option, but it should remain an option. It's for the min-maxers, AND for those who want some really exotic background, like a summoned being from another planet and such. But the rule is limited, because it assumes your aim is that feat, so it supports ONLY the min-maxers. I think the extra feat should contain the option to choose 1-2 racial abilities instead. And by the book it doesn't contain the option to divide the 2 ability points either.

Are you talking about Customizing your origin where you put your racial ASI’s wherever you like? Or Custom Lineage that has its own specific stat block? It seems like you are talking about both as if they are the same thing. Sorry if I misread your post.

Bladesingers used to be restricted to elves or half elves, now it is anything.
Some of the joy of bladesingers went out the door with the knowledge that somewhere there are [insert tortle, kobold etc here] bladesingers.
