So, I just got to thinking, and stick with me... it's pretty dumb, but if you're a Halfling or Gnome Ranger Beast Master Conclave then you NEED to take two weapon fighting get Dual Wielder and equip two lances. As long as you're mounted, you can use the d12 lance one-handed. It isn't heavy... just ride on up and double tap with that lance. It's real dumb, but it works.

Best way to handle that is via magic that recalls your mount. That is the Paladin Spells Find Steed and Find Greater Steed.
Second best way is via the Figurine of Wonderous Power, Ivory Goats, Goat of Travelling. But that is one very specific magic item. There are a few other 'mount' type magic items, but they are not as good, in my opinion.
One more thing.
The major advantage of Mounted combat is not the use of the Lance, but instead the use of the feat Mounted Combat, because it grants advantage on any creature SMALLER than your mount.
As such, there is a major disadvantage for small creatures on medium sized mounts. You are almost certainly going to want a mount of at least Large size.
Would also reccomend the 3rd level spell Phantom Steed, given the fact that:
"When the spell ends, the steed gradually fades, giving the rider 1 minute to dismount. The spell ends if you use an action to dismiss it or if the steed takes any damage." This could be a neat idea given the fact that, if your mount's integrity is to be feared, then this spell allows for one to be in mounted combat without worrying too much about said mount, given the fact that you have a "grace period" during which you will still be able to finish the job.
Is there a way, then, to create Barding for smaller mounts? Although, is it also possible to use either magic or the party's Artificer Battle Smith to build a Steel Defender for another team member? Are there any non-Artificer creation spells plus Tinker's Tools proficiency to get around this as well?
I'm only guessing, but it does seem a creative player and a sympathetic DM working together may be able to RAI something...

You absolutely can get barding for smaller mounts (the image for the mastiff has barding, for example.) The Battle Smith Artificer's Steel Defender is a subclass feature; the artificer can't make an extra one, and would need to use their own bonus action to direct the Defender's actions.

Another interpretation I’ve read is if it takes any damage it ceases to function but gives you a minute to dismount. So I guess as long as targets are in range if your completely motionless steed you’re good to go for 1 minute. So DM dependent.
