Maybe I'm in the wrong here, but if you're being scorned for the choices you make with your character, at least to the extent that it isn't harassing other PCs, then you're playing with the wrong people. Also, as for having to pick which background to use for a character, the intent is to make your own background. The ones in the PDF are literally listed as samples, immediately after saying "here is how you make your own background".
I hate Feats. If you take the "wrong" ones for your class you are scorned for being less optimal. Which Feat is best? Now which Background do I have to take in order to get the correct associated Feat for my character?
As it seems that the new rules are going to focus a lot on you being able to make your own background (you choose the ASIS of your background, the skills, the gear, the language and the feat), what you are saying is not really going to happen. If you want x feat of lvl1, you make a matching background. I hope the DMs ask that they be justified. But anyway, that goes beyond the rules, and it's up to each one.

Feats, like everything else in backgrounds, can be freely swapped. The backgrounds have suggested feats, but if you don’t like the one they suggest, switch to a different one. Just like if you don’t like the language you can choose a different language.

Ah, the toupee fallacy. Toupees, you see, are awful, ugly things that don't look at all like real hair. How do I know? Because every toupee I've ever seen has been as such. What's that? If I saw a realistic one, I wouldn't recognize it as a toupee?

It's fine. 5e is easy, I'm not REALLY suffering, it's all psychosomatic. : )
Honestly, I think the leveled feats might be a good solution, but they also might not be. There's always a few best choices and a few worst choices in any selection. I'll be happy if they manage to make the difference very small. Time will tell.

I did it at character level 4 (not class level 4) one free feat per player, didn’t break the game for me as a dm at all,

Similar to Star Wars 5E they could always take certain feats that would be OP at level 1 and slap a 'level 4' requirement on them.
