Will the new Starter Set adventure, "Dragons of Stormwreck Isle", arrive on D&D Beyond in October (when it hits the market, other than the Target exclusive), like the "Lost Mines of Phandelver" Starter Set adventure?
I just bought mine today from B&N and it didn’t contain the code which is a little upsetting. You can pre-order the adventure on D&D beyond itself now.

There was never any mention of Dragons of Stormwreck Ilse including a code. That was only for the Essentials Kit.
I think with Wizard's "how to play" videos, and the freely available Basic Rules, and Lost Mines being freely available, I think that's WotC experimenting with a different way to digitally introduce a D&D Beyond focused engagement with D&D instead of something like the Essentials Kit. It's clear WotC isn't entirely sure the best way to integrate the physical/digital, so to me Stormwreck seems like a way to test a physical only product to juxtapose with freely available content. The problem is, it's much easier to develop findings from digital use than physical product use, but these are interesting times for D&D, so to speak.
