What is the best use my lawful evil Oathbreaker (blackguard) paladin can make use of the Talisman of Ultimate Evil (my designated Unholy relic). As I am working with neutral and chaotic good characters on a mutual quest and we are up against at a variety of folks. Any suggestions or past experiences? For reference here is the official lore and use of the TUE:
Since it seems to be mainly effective against good characters but if I am facing other like aligned characters I want to see what alternate options do I have. For example, could I in theory empower my weapon or touch with necrotic rot?
This item symbolizes unrepentant evil. A creature that is neither good nor evil in alignment takes 6d6 necrotic damage upon touching the talisman. A good creature takes 8d6 necrotic damage upon touching the talisman. Either sort of creature takes the damage again each time it ends its turn holding or carrying the talisman.
If you are an evil cleric or paladin, you can use the talisman as a holy symbol, and you gain a +2 bonus to spell attack rolls while you wear or hold it.
The talisman has 6 charges. If you are wearing or holding it, you can use an action to expend 1 charge from the talisman and choose one creature you can see on the ground within 120 feet of you. If the target is of good alignment, a flaming fissure opens under it. The target must succeed on a DC 20 Dexterity saving throw or fall into the fissure and be destroyed, leaving no remains. The fissure then closes, leaving no trace of its existence. When you expend the last charge, the talisman dissolves into foul-smelling slime and is destroyed.
As written, not really - though flavourfully that is what the +2 accuracy and damage represents. This is an item with a fairly well-defined set of parameters - it is not like Prestidigitation, which is more open-ended and flexible in how it can be used. You can always ask your DM if they would be willing to provide the properties you wish, but that will be up to the DM granting a deviation in its abilities (Though, I would not allow this as a DM, and I am one of the more flexible DMs out there).
Now, against other evil creatures, you might have some noncombat roleplay you can do with it - it would not increase your damage, but using it to scare or impress enemies who might recognise it could be helpful diplomatically.
Sounds like a plan. In this way I would not be overpowered and it acts as the sigil of my Patron. I can see the role playing potential of this and it does a +2 to Spell, so that little boost could probably make the difference between life and death.

No, but using the talisman as an improvised weapon would deal absolutely horrific damage against Good, Neutral, or Unaligned creatures.
Yell out "It's Evil, Don't Touch It" before every use.
And I sit back, rubbing my gauntleted hands together as the idiots touch it and wonder what is going wrong.

I loved Time Bandits.
