It sounds like the player doesn't have xanathar's in their book collection. They can go to the marketplace select the book and select options. You can buy.most individual items for 1.99
Somehow Toll the Dead is now behind a paywall, it was in xanathar’s guide to everything but is now in new players handbook and marked as legacy, you have to pay t again to access it…not fair if you owned it already in my opinion

Legacy classes can still access either version.
If you're playing the new classes without buying the PHB, you can easily homebrew the spell to make it available.

I am DMing a game where a player whose Life Cleric has no access to the spell Toll the Dead. It is not listed as an option.
They are a Tiefling Life Cleric with Chaotic Good alignment.
I have a character, a Dwarf Life Cleric from another campaign that is Neutral Good, that can access Toll the Dead and is listed as an option.
1) Any idea why one can access the spell and the other can't?
2) As DM how can I add the spell to the players list of options to learn?
3) Is there any way this can be fixed?

Added just now. I'm told that Toll The Dead is not standard D&D and needs to be added. How does this work?

It's in Xanathar's Guide to Everything. They can purchase the book, puchase just the spell, or homebrew a spell and add it that way.
