The rules are silent on what steeds have what armor proficiencies, but summoned creatures can generally do whatever a normal creature of the same type can do, and everything summoned by find steed is something that would normally be able to wear barding (find greater steed includes creatures that at least it's very unlikely to have barding regularly available for, but 13th level parties are probably able to deal with that sort of problem).

Honestly, given that summoning the mount is a 10 minute cast, I wouldn’t worry about making them manually re-equip basic gear like saddles or barding. It’s not outright supported by the effect, but if the players have time for a 10 minute cast, I’d say their circumstances are sufficiently low stakes that you don’t need to run a checklist of each step of getting the mount ready.

Oh, yeah. I imagine most of the time it's going to just be hand waved. But sometimes you might be out of spell slots, and now have to carry around a few hundred pounds of barding for a day. It could present some interesting challenges.

Barding is gear that most players probably would never even know about, but I want to know if this is possible given the nature of the spell.
Absolutely, as long as you've got barding sized for the appropriate species.
Find your own truth, choose your enemies carefully, and never deal with a dragon.
"Canon" is what's factual to D&D lore. "Cannon" is what you're going to be shot with if you keep getting the word wrong.
