as a DM myself the world and players need to be interactive the players need something to interact with but the world needs to interact back in a more story telling way as in NPC or in the environment. a monologue is a good way to get a bit of story in to the word the DM has made but if it goes on for too long the players get bored and don't want the interaction anymore a monologue needs a reason. and that reason is for the world itself.

Player, "Yo barmaid, Your eyes are so pretty, your lips.." DM, "The bar maid slaps you for NAT 20 points of damage, and says you have the pox. "

Nah, I dislike monologues on TTRPGs in general, both as a player and as a DM.
