Specialized reactions are a totally different class of effect from legendary actions. They're actually both good, but not a replacement for one another
The point of special reactions is that they're a puzzle the PCs have to figure out how to avoid triggering.
The point of legendary actions is to make sure that in a boss fight something interesting is happening more than once per round.
Coming back around to this discussion, it looks like legendary actions are being phased out in favor of multiple reactions.
