Not to be glib, but all of the classes are great for RP potential. If you care solely about mechanical stuff, classes that excel in skill proficiencies might be preferable, or classes with access to magic that can influence situations, but a fighter can make an earnest go of a testy pre-combat social exchange as easily as a bard or a wizard so.....?
They all have RP potentially. Personally, I learn toward odd races (anything from Spelljammer, or Loxodon), which helps me write the RP background. But you can RP any race or class. Try using Chat GPT to help....if you need help.
I agree with everyone that every class has great RP potential. That said, I think that there are classes that rely heavier on creativity and RP, one good example being the Warlock. In my experience, part of having an effective warlock character (that doesn't feel like a watered-down sorcerer or wizard) is to flesh out your relationship with your patron, and the built in "edge" of the class.
Bards because that they have a high charisma score and expertise in Persuasion, Deception, Intimidation and Insight. Insight requiring a good Wisdom score to be as effective.
Rogues can also put expertise in those four skills. At level 11 they get Reliable Talent which means they can't roll less than a 10 on any skill they're proficient in. But to get the higher modifier the Bard does you'd have to make Charisma and Wisdom your two highest stats.
But there is a Bard subclass that grants reliable talent on Persuasion & Deception if I remember correctly.
I feel like people are misunderstanding what i'm asking. Im talking about what class has the best RP potential purely from the way the class is built

We understand what you are asking but they all have RP potential...based on your creativity in both writing the backstory and personality and applying it to the session. If you want to force yourself to RP...try the most nonhuman race (because you'll have to be different) of a charisma class you can find (bard, paladin, warlock, maybe rogue) because you'll be talking a lot.
Warlock and Cleric probably have the most hooks built in if that's what you mean, because both classes derive their powers from an external entity under the DM's control. Any old Fighter or Rogue can slack off from the main quest, but if your Patron says to go do it, then you have a ready-made motivation (or conflict.)
You don't need any of that for RP though; You can play a character with no dialogue skills and a penalty in charisma and RP like a boss by just presenting your character as having a well done personality and internally consistent values.

Agreed completely, just pointing out that for a player who's really struggling with motivation, "I'm here because my patron sent me" can be an easy starting point.
Agreed, role play isn't dependent on class. It's all about how the player plays. Sure some classes have the potential to have high social skills but role playing in itself is a different thing.

As I pointed out, mechanically, you want classes that have good proficiencies in social skills or spells that offer lots of creative options.

Because yeah: A level 1 human fighter can potentially provide more and better RP then a 20th level tiefling Bard with a 500 page backstory.
