Yeah but the problem with that is that feats are balanced together using that half ASI. Using your method would mean that the PC taking Actor or Observant would mechanically get the same stats as the PC taking Sharp-shooter or Elemental adept. That does not seem fair, the feats aren't balanced around some of them losing half their effect.
A low dex magic-user constantly rolling low might very well be better at dodging than a high dex rouge due to their constant clumsy nature.
A low int fighter might be an incredibly intelligent person that has been driven to insanity by the sheer knowledge they’ve accumulated, and at times may have moments of great intellectual clarity.
plenty of ways bad stats can be made to keep the game and players happy and in some cases make role-playing more entertaining.
Low stat characters aren’t a hindrance, but an opportunity to show that they might be worth more than just the numbers that generally label them as worthless.

That's... objectively not how DEX works. A low DEX, no armor character will be hit and take damage more often when attacked or making DEX saves. I suppose you could hypothetically try to spin the narrative in some way, but regardless their HP is gonna go down a lot faster if they draw aggro.
And if a dm decides that point buy could reduce a player’s ability to the low range 3 - 6, and anytime the player using the low ability makes a roll that is also incredibly low, why couldn’t both player and DM agree that once in a blue moon when it may occur the opposite effect occurs?
are extremely low scores unwanted, sure if you have several, but if only one stat were to be truly dumped why not make the choice of dumping interesting.

There's no reason they outright can't, in homebrew terms, but you didn't explain any of that, you just said that somehow having extremely low DEX could make a character better at dodging than high DEX. Plus, you specifically said "better at dodging than a high DEX Rogue", not "once a blue moon is allowed to dodge on a low roll".

just a comment to give a scale to this an ape has a intelligence score of 6 so with a score of 6 that is lower intelligence then most humans could get
