I'd just use the Wildhunt Shifter, personally. It has similar features to what I'd associate with a fox and doesn't necessitate homebrew potential for imbalance.
As a DM I’d be way more happy to let someone have a Shifter, and let them use Shapechange on themselves, and only themselves twice per long rest (and only to turn into a fox, and nothing else) than use a brew. I Feel like that would be kinda fair, and it’s using official mechanics with only very a very slight modification, although I know that every DM is different.
@OP: Shifter is your best bet officially until we get Ardlings or a Lupin conversion later. You can also see if your DM is okay with refluffing a Tabaxi, letting you use Custom Lineage, or homebrew etc.
Yeah, if you're going by Japanese lore, kitsune are way too powerful to be a PC race.
In Pathfinder they are basically just Changelings. Sure, that doesn't capture everything they can do in the source myth - but then, neither do Elves or Fairies or Tieflings, so.

Oh, almost forgot about the Humblewood setting. All the PC options in there are beastfolk.
