The old Weapon Master feat giving proficiency in 4 weapons was widely considered a total waste of a feat and the new one only giving mastery property in a weapon you're already proficient in seems equally redundant considering any class likely to want a mastery already has them. With that in mind I really don't think combining the two would be OP at all
I think an origin Feat that gives 4 weapon proficiency, 1 weapon mastery is a bit lackluster. Most classes don't need it, for the few builds that do, it's a tax and I don't like that kind of design.
For a normal feat, 4 weapon proficiency, +1 weapon mastery and a choice of either +1 Strength or Dexterity is still a tiny bit underwhelming personally. I'd probably just upgrade it to full martial weapon proficiency, +1 weapon mastery and a Bonus Action recovery 2d6+PB, once/long rest with a choice of Strength, Dexterity or Constitution and make that the new Martial Weapon Training feat.
Nobody would take it just for that once/day BA health recover, not many would take it for the martial weapon proficiency, some might take it for the weapon mastery but a few more builds would take it for all three and adding constitution to the mix I think would make it a slightly easier pick for some builds. Also there are enough other viable alternatives it doesn't become a must have, a tax.

As for weapon mastery in general, this was obviously to bridge the gap between the martial/caster divide. I do like weapon masteries, I just don't think every class should have gotten it at level 1, probably level 1 for Fighter and Barbarian, Level 2 or 3 for Paladin and Ranger, and level 5 for Rogue. I think WotC just applied it to level 1 indiscriminately.
I'm not understanding what exactly they are proposing. A feat that grants the character 4 additional weapon proficiencies and an additional mastery property? That seems a bit OP, no?
Grant 4 weapon proficiencies, and the ability to use the mastery property of one weapon. I would not call that OP, no; it's only useful to a fairly small number of builds, and is merely okay even for them.

Compare to a barbarian:
.65(1D6+5[scimitar with rage] + 1D6+2[nick]) = 9.1
