Are Primordials powerful enough to curse somebody with Immortality, so that person can't die ever.
Also which Primordial would be cruel enough to curse a mortal with Immortality, but not invulnerability, so that they feel the pain of being killed, but then no matter how badly their body is mangled or torn a part, they regenerate - only to feel the pain of dying again, over and over and over.
1. Are Primordials powerful enough to place such a curse upon somebody
2. Which Primordial would be so cruel that they were curse somebody to suffer an enterinty of endless emotional, psychological and physical pain?
That is true, but there have been times when they have.
Also, there are periods of time written into canon, when such an immortal could have passed between Abeir and Toril, perhaps in an attempt to find a God willing to remove the curse, or at least lessen it's effects, by using Divine Magic.
That is assuming that God's and Primordials are equal in terms of power level and magical ability.

Hmm... I'm unsure about any Primordial who grants that kind of immortality although if the Primordial can cast high level magic, then they could keep using the Clone spell. That would make additional bodies that could be tortured to death (takes 120 days for the clone to be ready though) but this person's soul has to choose to go to the cloned body which I guess they'd do only if they were driven to avoid death at all costs whether because they needed to accomplish a task or were afraid of where their soul would go.
Beyond making a physical body, I suppose that the Primordial could obtain the person's soul and torture that instead for however long. Devils are known to trade in souls that they get to come to them instead of a god.
Gods can make people immortals. Elminster is a famous example of this. And I remember reading that Raistlin (Dragon Lance books) turned away from his quest at the last minute and decided to risk enduring eternal torture from the goddess Takhisis to prevent her from escaping (I think his soul was allowed to escape by the intervention of another god though.)
Strahd seemed to have forged a pact with the entities called "The Dark Powers" of the Shadowfell to become immortal.
Demon Princes also seem to be able to make mortals into immortals. The Lamia of the Monster Manual says that they were mortal servants of the Demon Prince Graz'zt.
Medusas (Medusi??) from the monster manual says that they are people who bargained for immortality regardless of its curse from malicious gods, dragons, archmages, archdevils, and demon princes.
In all cases, it seems that there are always ways to destroy "immortals" of any kind. Whether its as simple as killing them or destroying their physical remains and the object that houses their soul or completing some specific and long quest to bring certain items or circumstances together. Some monsters even have the ability to destroy souls to completely delete a creature's further existence (a Barghest comes to mind first, but I think there are others.)
Aaanyways.... I guess the answer to questions is
Probably yes, a Primordial probably does have the power
Atropus, Primordial of Undeath, comes to mind, although I still don't know if it would do that as Primordials seem to lean more towards destruction than outright evil. The Elder Evils though (typically thinking of the Far Realm) do seem to cause such things without even trying.

1. Probably.
2. No idea.
Primordials are a kind of deep lore subject. I don't think that interfere much with the Toril material plane.
