This is a non-issue id it not? Unless something comes out saying "Traxigor is a forbidden XYZ" (polymorph etc etc).... Traxigor is a beast, with a published stat block.

The spell casting is not "innate/natural", but "Traxigor can cast disguise self and invisibility at will" & you would also get the magic resistance
The other spells are class based and memorized. Unless I misunderstand, they would not be covered/granted by the RAW text of Polymorph?

Level 18 Wizards get to cast certain spells at will using their Spell Mastery feature. That's what those two are representing. There are a few Wizard stat blocks that do it. It's not explicitly named that, because NPCs don't always follow PC build rules anyway and it's unnecessary in most cases.

Disguise self and invisibility are still spells, and polymorph says you can't cast spells. Doesn't matter if it's innate/natural or not.
Look at the spirit of the rule for Pete's sake. Traxigor is a specific individual, you don't polymorph into a specific T-Rex just A T-Rex. Not to mention anything written in adventure modules for beasts fey ect that you can summon or turn into should not be assumed by the player as fair game without previously speaking to the DM. If you don't discuss things prior to doing them don't be surprised if your DM just says ok you turn into an otter and you wasted a spell slot, and perhaps screwed yourself over.

I would abide by that. My statement was intended to deal only with RAW, not RAI.... and I even managed to be in slight/major error.
That said... he is "tagged" as a beast, and a fair target of True Polymorph (BUT, of course DM has final say in anything/everything, and as always, I abide by that)
True Polymorph into a "standard" otter due to a misunderstanding (or tom foolishness) would be a major burn
I like to theory craft "Rule Bending" as I KNOW I will run in to it eventually at a table, somehow
