The sidebar in the wizard description (PHB) does a good job explaining how to translate "found" spells into your own spellbook (50gp + 2 hours labor per spell level). Xanathar's Guide to Everything has a rather lengthy section detailing various ways characters can hunt for magic items (general or specific) during their downtime (process that involves persuasion checks, 100+ gp, a week or so of legwork, to possibly track down some items to buy). My question is, does anyone know of a canon source (or have a homebrew guideline) for allowing Player wizards to seek spells during their downtime? I'm not talking about buying scrolls. I'm thinking more along the lines of spending time in a city or town making connections in the local arcane community, finding out which local wizards are willing to take coin as a consultant, opening up their spellbook to "teach" spells they know to a fellow practitioner. I assume the process would work along the guidelines detailed in Xanathar's Guide for hunting down magic items. My main question regards what people believe would be a fair fee for the consulting wizard for their time and trouble? I believe there has to be a midpoint between the mere cost of copying the spell and the exorbitant price of a spell scroll at the mid-to-high levels.
I realize this consulting fee may vary depending on the campaign setting, but for my purposes, I'm in Forgotten Realms, so wizards aren't exactly hard to come by...

Most likely a Wizard would be willing to exchange a rare, powerful, or otherwise exotic spell for one of their own. That said, may Wizard NPCs in DnD seem to be rather jealous of the knowledge contained within their spellbook, and would probably not share it for simple coin. It's taken some of these individuals decades to develop these works themselves. They aren't just going to hand over their life's work to another Wizard, even for a small fortune.
Not to mention, wizards in forgotten realms (especially any above level 4) are few and far between. Some will be semi-isolated, deep in research. Others might be adventurers like your PC.
Big cities might have Wizard tower/guild with a few higher level wizards who take apprentices. You probably can't get anything particularly high level or exotic here, but if you want lightning bolt without learning it by level up, this would be the place.
As far as downtime is concerned, it is up to DM. I would treat it similar to carousing and buying scrolls.
