Yes, you'll need to get a master subscription. Once you've done that you will want to create a campaign for your players and give them the invite link thats created. Once you've created the campaign your players will be able to create characters using anything you (and they) have unlocked. If you cancel your subscription (if memory serves) your characters will still be able to use their characters as if they were frozen at that level. They'll never be able to advance until you get your subscription back or they pick up their own books for the content they used for their specific character.
Yes you can upgrade your subscription to master. I did that previously when the rest of my group started using DDB after I picked up more books.
I want to allow other players to create their own characters using all the rules I have unlocked by purchasing content in this page.
My question are:
How can I do this?
Either you or a player get a master subscription and enable content sharing in the campaign. Then all characters in the campaign can use any content bought by any account in the campaign.
Do I need a master subscription?
... See above.
If i have a master subscription can I just share my content with all my players and allow them to create any character with the rules purchased?
... See above.
If I cancel my hero subscription, do i keep the characters created (beyond 6)?
They don't get deleted, but you can't use them anymore until you get another sub.
Can I upgrade my subscription to Master?
From what I've seen, you sort of can. It may involve contacting support.
Thanks to anyone that helps.
Your second question is the answer to the first question. The third question is just the first 2 questions combined.

Memory does not serve (though this is a very common misconception). If you lose your sub or otherwise turn off content sharing, the characters do not lose anything, but they will not be able to make new selections they no longer have access to.

Isnt that what I said though? I didn't say that they would loose anything and that they'd be frozen at their level. Plus they can still use the character through HP changes, gear changes, or short/long rests. They just couldnt advance their characters at all until the sub was picked back up or they bought their own books. Right?

Sorry, my correction was incomplete. They can still progress the character and automatically gain features their previous selection grant them, but can only choose free (or personal) content when new choices must be made.
The example I tested with is a level 3 arcane trickster that had booming blade on an account with no purchased content. Spells and subclass were previously selected when content sharing was enabled, now disabled. The character could be leveled up to level 9 and still gain the level 9 AT feature magical ambush, but while it didn't forget Booming blade, no other non-free spells could be added.
Do the players have to have subscriptions to receive shared content?
Nope, only one person in the campaign (doesn't even have to be the DM) needs to have a subscription to enable content sharing. Once it's enabled, all content everyone owns is shared with everyone else
I'm so sorry I just want to get clarification since I'm very new to D&D. If I purchase the masters subscription would my group could access the content I've already purchased ?

Ahhh, that makes more sense then :) I will keep that in mind, thanks!

Does the subscriber have to click on something to allow sharing?

Yes, content sharing grants access to all your purchased content, including purchases made prior to the master tier subscription.
