I'm trying to make a character that's a kind of detective guy: High perception, insight and investigation stats, while also being a monk for hand-to-hand combat. Only problem is I don't know which background fits thematically and ALSO starts with thieves tools to pick locks instead of bashing them in.
Assuming you mean proficiency in thieves' tools (none of the backgrounds give you the actual tools), there are a couple, usually either Criminal/Spy, or variants on that theme. Urchin also has the option, which might work depending on your background, but I'd say that the best fit might be Urban Bounty Hunter, which is in SCAG. It also gives you 20 gp, so if you used that and sold your starting equipment weapon (assuming that you go with the usual 'sell back for half cost) you should be able to have the 25 gp to buy the tools and start with them as well.
