No, as written the Eladrin, Sea Elves and Shadar'Kai don't have half-elf variants. We only have the options presented in the Sword Coast Adventurer's Guide for drow, sun/moon, wood and aquatic heritage for half-elves.
Shadar'Kai seems very unlikely to have half-elves. Too much to do with the Raven Queen being in charge of them. Both the Eladrin and the Shadar'Kai may also be too far from elves to produce a half-elf. Eladrin had been in the feywild for a long time. And the Shadar'Kai are on a plane that drains the vitality from a being.
Not seen one, but now I am curious to see if they ever put one out.
Is the idea of half-elves of those heritages at least sensible from a lore perspective?
from a lore perspective? that encompasses a lot, but i'd say Sure! you've got moon half-elves, wild half-elves, wood half-elves, drow half-elves, sun half-elves, aquatic half-elves (yes some of those are legacy but the lore is still there). Just because there's no 5e rules for a half-elf player race, doesn't mean they're not out there. Pretty much anywhere you have humans and elves living in proximity you're bound to have half elves...you know, because fiery human passion can't be resisted by those with pointier ears.

And I think the half-elf (aquatic) are supposed to be the half -elf you get from a sea elf and a human.
