They already allow it with tablets. Plus it's easy enough to do if you're not as principled as WotC would like. I imagine it's just development costs, they don't see it as being as big an ROI as other things, so they haven't prioritised it.
A tablet and/or phone's file storage system, especially in-app files, is very difficult to access if you don't have the knowhow. On a PC/MAC, this is far easier, allowing the ripping and sharing of books to be a lot easier. That was the point I was trying to make, though I understand how I was a little unclear there.
Leaving OGL 1.0(a) untouched and making SRD 5.1 CC-BY-4.0 is a great first step. The next is a promise to do the same for future editions. Here's a discussion thread on that.

It's a solution, but it's a kinda bad one. The interface is awful for full-size screens and the app is misschien certain functions that the website does have

I anm online while running games, but honestly the website is pretty slow. I don’t understand why it takes multiple seconds to search through the spell or monster list. I build web apps for a living and mine search through millions of records in well under half a second. Without global homebrew content, there searches should take under 1/10th of a second on 20-year-old hardware. I wish there was a faster option. Of course, I also want to be able to search content I’ve acquired elsewhere. Unfortunately there isn’t a business incentive to standardize an industry standard format for this content, but it’s worth building because it could make designing and running amazing sessions better and easier. Right now, I have to comb though dozens of PDFs for monsters, spells, NPCs, and items, and import them into whatever tool I can reasonably get everything into. It’s a giant pain.
