Having read through it in detail I will probably run this as a one shot, but unlikely to use it as a campaign setting or similar...
Question regarding the actual ‘Harrowing’ adventure, which even after re-reading I don’t get...
In Part 1 from Butcher’s Bridge -> Temple of Nagywotsit the players are commissioned by Miss fortune to scuttle the Phantom’s if they go to the temple. But it reads as if the players will inevitably end up on the Dreadway, but later gives two ways of approaching the Phantom’s Ire, from the temple, or from the Dreadway (land or sea)...
I cant get a handle on the ‘switch’ points of what decides whether they go one route or the other...
The ideas behind this stuff aren't unreasonable, and fit the source material (people complaining about "pun-based names" and so on are clearly unfamiliar with the source material), but the implementation leaves a lot to be desired. I agree with the criticism of the Renegade for have non-attack attacks, which both prevents some potentially OP stuff but is a bit freakin' weird. Double-barrel needs to just be deleted, or changed completely in functionality. The Barbarian just needs a few limits (like CON mod teleports/short rest or something). The Rogue needs better wording and some tweaks, though I think people are getting a bit overwrought about its survival ability (and a couple of people seem to have outright misread it).
What this really needs is a balance pass. People are saying it's "homebrew" derisively, but it actually reads more like one of the dodgier UAs (albeit WotC wouldn't do the attack-but-not-an-attack thing) for the most part. UAs always get that balance pass. If this doesn't get that, I think that'll be bad, because it'll always be dodgy and regarded negatively, and any similar tie-ins or content will be regarded negatively. So I hope they revisit it and sort out the mechanical and wording issues.
Personally I feel/hope this is a wayfarers guide kind of thing since they can't do unearthed arcana with this. I'm also wondering if it is infact balanced around the adventure it comes with instead of just being balanced for general play.

Path of the depths: meh. Really only appropriate if you're playing a triton barbarian. Gives squishy a whole new meaning. While this subclass fits in an underwater setting, I can't see one on a mountaintop, in the desert, avernus, barovia or (shudder) dark sun.
Pistolier/sniper: where's the musketeer? Text is unclear as to how many shots you get- is it shots per total action or shots per attack action? If the latter, this means 9 attacks at level 11. I like seeing another gunpowder class, but this one is slightly over the top. Something between this and the CR gunslinger subclass would suit me better.
Rogue isn't bad, but the teleport (effectively thunder step with a 4th level slot) strikes me as completely over the top and inconsistent with the basic character concept. Needs some work.

It's tricky because they didn't list it under the sources tab for some reason, but if you go directly to the sourcebooks page you'll find it directly at the bottom under "Partnered Content".
I'm fully for it, to an extent, it needs a lot of balancing though it can still be used. My biggest problem is that there are TONS of third party items such as that put out by Kobold Press that are seemingly getting ignored for stuff like this. There's a huge repository available, but it's not being trapped into. Hell, I know a bunch of people are already adding third party content as homebrew, so why not make it actually officially supported?
Is the Pistol the only thing even close to balanced here?

Beginning at 6th level, you can burst into (snow, sand, fire, spookyleaves, madmaxsand) then materialize somewhere else as an action.

With you on that wolfensoul2112, Seas of Vodari etc. look very cool and well thought out, would love that on DnDBeyond....
