I do 20 because the bullets (and most ammo) comes in batches of 20- easier to keep track of when you buy a batch of bullets and a powder horn at the same time-plus firing the weapon should be rather expensive imo
1 lb of gunpowder has exactly 7,000 grains. If you are looking to send a 50 caliber bullet 100 yards, you would probably use about 80 grains of gunpowder. Lets round up to 100. Accounts for spillage in battle and making sure, etc. etc. We are in combat situation and you do not want to give not enough gunpowder.
So one pound of gunpowder should hold enough bullets for 70 shots.

Bullets are bullets. They are stored in a bag or case.
Powder horns hold gun powder.
If you're asking how many loads of powder are held in a horn, I'd guess between 50 and 75.
