I say silver. Cold is not resisted(?) by as much as some of the others, (Fire and Poison come to mind), and it has one of the highest CRs, good stats, and it also has the ability to paralyze, which is pretty good.

"Best" is an entirely subjective thing. What metric matters to you?
Comparison of Adult dragons:
Red Dragons are the most iconic and intimidating, with an 18d6 breath weapons.
Blue Dragons can burrow and has a 90ft breath weapon.
Black Dragons are notoriously evil.
Green Dragons are the most cunning and make great, complicated adversaries.
White Dragons are primal hunters who can burrow and swim.
Gold Dragons are the charismatic Kings of dragonkind, with both fire and weakening breaths, and change shape.
Silver Dragons have both cold and paralyzing breaths, and have Change Shape.
Copper Dragons have both acid and slow breaths, and are as clever as Green dragons. (lack Change Shape)
Bronze Dragons have both Lightning and Repulsion breaths, and have Change Shape.
Brass Dragons have both Fire and Sleep breaths.
Beyond that are their lairs. Copper dragons live on relatively mundane hilltops, while Black Dragons live in swamps full of their own hazards.
Change Shape is going to be better for engaging with people due to its ability to blend in.
Dual Breaths offer the most versatility, but single breaths do more damage.
Burrowing and Swimming can make an encounter nearly impossible, but more physical versatility tends to go hand in hand with being less clever.
Powerful elemental damage is mighty, but easily anticipated and protected against.
A Red dragon (CR17) is more powerful than a Brass dragon(CR13), but since they're both immune to fire, the Brass dragon would likely win in a head-to-head fight. However, the Brass dragon's fire breath is a line, while the Red dragon is a cone, so against an army, the Red dragon is going to be far more devastating.
Which is "best" depends on the role they fill in the campaign, and how the DM portrays them.

Cold is the single most common elemental resistance in the game. It just doesn't have as many creatures that are immune to it as fire or poison.

There is no "best" dragon. You could ask what is our "preferred" dragon, but "best" is a matter of opinion. There are simply too many factors to consider, and too many ways in which each of those factors might interact with different characters or story lines.
That being said, imho, the "best' dragon is whichever one isn't trying to kill my party at the moment.

Nitpick - chromatic, not "true." The neutral gem dragons, shadow dragons, and other variations are all real dragons. Heck, the title implies that metallic dragons aren't "true." Which is weird.
My personal favorite are Purple, better known as deep dragons.
Another interesting thing about dragons is their hoard. Each has a different preference. A red dragon collects gold or just anything of monetary value. A black dragon hoards historical treasures, their lairs effectively private museums. Brass collect treasure that are sapient, or can communicate with others somehow.
I'm preferential to Gem Dragons myself, but from the basic chromatic/metal it would have to be Green or White.
White is great because they are lower on the intelligence quotient, but are excellent predators, and they are the ATD (all-terrain dragon). They are cruel, animalistic, long grudge holders, that are somewhat weaker than their brethren, which I think makes them a good intro to dragon fighting. Plus, they turn their food and enemies into ice pops lol.
Green is just the opposite. They expertly manipulate their prey and don't mind taking time for even greater payouts of anguish. I think my favorite part is just their wit though. They can be very charismatic and enticing conversationalists, but with other dragons they are rude and insensitive. This coupled with a sharp wit makes me feel like they would be STEM bullies or something lol. I really want to play one down the line, but I'm afraid I won't live up to their hype.
