By RAW, DMs have total control over their world. The rules in the book are a baseline, but nothing is obligatory.
However, Gods are generally assumed to have access to magic beyond 9th level, which means whatever they can do is more powerful than the Wish spell. Let your gods do whatever you need them to do, but consider giving the actions significance by having more powerful effects harm the deity in some way. If performing major miracles drains the god of a little bit of their power, it might make them more vulnerable, which is why they wouldn't arbitrarily alter reality just for kicks.
I think a general rule would be that a god can do whatever is needed to advance the plot. In 3e, gods had stats that were absurd. Beyond being able to cast any spell associated with their portfolio, automatically succeed on a number of tasks, they had "salient divine abilities" which packaged together the abilities of several high-level spells including the ability to create artifacts, kill or revive a large number of creatures, etc.
I was wondering if i could have a God do whatever i wanted/needed, and wasn't sure if i would be restricted by "common sense" or spells.

I use this system for all of my multi-god pantheon where gods are incredibly powerfulbut limited within their scale
