I have a player in my campaign that would love to have an item that is similar to a Vestige from Critical role. A magical item that would level up with him as he levels up in the game. I would like to come up with something that would fit really well for a Warlock.
To give context, it is a Kobold with a custom Draconic pact subclass that basically turns them into an elemental caster using mainly the damage type associated with the dragon that grants them their power.
This warlock is basically a small little feral (relatively) glass canon.
I have no idea what kind of item could fit well with this particular character both flavour wise as well as mechanically, even though I have quite a bit of experience making homebrew items for my players.
It does have to fit the character's aesthetic, so like a robe of the magi just goes in against the whole feel of the character.
What about making staff that is actually a lost Aspect of Bahamut. It could be conscious, always trying to draw the character to Lawful Good actions, but doesn't know itself what it actually is. Or, if you wanted to add to the Kobold's eccentric look and give it a little more flavor, you could make it a single, oversized gauntlet (I'm thinking 'Hellboy' vibes) that looks like a metallic dragon's claw, that shifts color from brass through to platinum as it levels.
It would form scales around the Kobold's arm, attaching itself when attuned. Consider giving a drop in dexterity or disadvantage on dexterity throws until the character levels up once after attunement. If you go the claw route, you can consider giving him a claw attack as well (probably not too helpful for your warlock, but again, flavor).
As the character is a warlock, I would have it contain spells, or dragon breaths in this case, (warlocks always need more). Start of with polymorph and a brass wyrmling's sleep breath that can be used once per long rest. You could slowly add extra breaths as it levels, using the metallic dragons support breaths (Repulsion, Slowing, Weakening and Paralyzing) and moving up the dragons ages (young - adult - ancient) so they are becoming stronger. When you decide it has reached its full potential, you could add the aspect's Celestial Shield (and even Celestial Lances).
I like Holton’s idea a lot — if you’re looking for some extra flavor to toss on there, maybe its like a scale or other artifact from one of these dragons that will slowly bond to/be attuned by your Kobold, turning his scales to a corresponding color/appearance depending on the dragon or element his powers are reflecting? My players are always surprisingly receptive to and excited by a chance to aesthetically change their characters. Maybe even toss him an appropriate elemental resistance at a certain level if he’s feeling too squishy. Let us know what you end up doing!

Perhaps a rod of the pact-keeper that starts out as +1 but becomes more powerful in later tiers?
