So, I made a BBEG that has 7 Legendary Actions. How should I adjudicate CR calculations for this creature? As of right now, with me assuming it gets 7 chances to use each one, its CR is 35.5. So, I don't know if this is the way I should calculate it.
How many players do you have? If you got 4 players, unless a ability takes more then 1 Legendary action, having 7, or 700 Legendary actions doesn't matter. Legendary actions only happen after others turn.
This assumes it's a solo monster fight, at cr 30+ I am making that assumption. Unless I'm reading your question wrong.
I have 7 players. Currently, I have placed a restriction on the legendary actions where it cannot do the same one twice in a row. In addition, I have swapped out foresight with psychic scream. Now, it's CR is 31. I would like it to be CR 30 though. Here is the claw attack. It also has Hexblade's Curse so it adds +9 to each attack. Should I decrease the die size?
Claw.Melee Weapon Attack: +17 to hit, reach 5 ft., one target. Hit: 12 (1d8 + 8) slashing damage and 8 necrotic damage.
The actual count of legendary actions has no mechanical effect, what matters is what it can do with those attacks. Also... if you're looking at CR 30 critters anyway, it's not super important to accurately calculate CR.
The only mechanical effect that legendary actions provide is adding to the damage the creature can produce in a given round, so long as the action produces damage. If you are looking to reduce damage output, reducing the number of times the creature attacks is one way of doing so. You could consider doing away with Psychic Scream, and just adding the spell effect as an ability, much like a dragon's breath weapon with a recharge or as an expensive legendary action. Once this transitions to the stat block, you can alter the number of damage dice that are rolled for the effect, or alter the number of creatures affected might assist in limiting your CR. There could be some room to adjust the defense side of this creature as well, like legendary resistances.
