Wanting to start this campaign for our group and they all have a bunch of level 3 to 4s. Is it possible to start at level 3 and adjust for combat?
Possible, yes. Easy, not as much.
Increasing the number of enemies can skew the action economy. Buffing certain stats on creatures can be unexpectedly more or less powerful than expected. I have the book, but I haven't ran the Wild Beyond the Witchlight yet, but if I'm recalling correctly, I think all of the encounters in the book can be resolved without combat, if the party is so inclined.
Just to add to this old topic, I ran it for a party of 5 level 12 characters. I swapped out a few monsters, added some HP/AC to some, added more monsters in other places. I gave a few bosses some legendary actions or additional spells etc to balance it out. It was helped by the party roleplaying many encounters. But they had fun and were challenged on several occasions.
