D&D 5.24 slows down combat even more than 5.0 which can be a problem for many players who get distracted during combat. Especially while use VTTs. Giving magic items or boons that provide more ways to use a reaction might help them stay focused on the action as they will have the chance to influence things outside of their turn. Good idea or bad?
It will certainly take longer to complete one round of combat. But if players get more "turns" they don't have to wait as long to act again. As DM even when one of the players is taking a turn, I'm still resolving hits and misses to my creatures. But players who have positioned themselves to not get hit have nothing to do until their turn arrives once more. This would impact the balance of power in a big way, but I already create all the enemies the party fights.
