So I’m needing to design a bunch of super powerful Legendary weapons for my home game. These weapons all are “end of big quest reward items” and they each have a corresponding “Elemental” feature. These weapons are in the vain of classics like “Sword Of Kas” or Moonblade weapons, but I’m having a hard time figuring how much stuff/damage a Legendary Relic item should have.
That's again one of those things that is highly dependent on your campaign and setting: How prevalent are magic items in your world? How much magic does the party already wield?
I guess I'd try and scale it to the party ( I'm kind of assuming here that the amount of magic in the party is high but proportional to the amount of magic available in the world ). Create items which are noticeably a step above anything else they have, or have seen ( 1.5x to 2x the abilities of the best item they've seen to date ) - but not ridiculously higher ( 10x ).

You might want to check other legendary items as a gauge to know if you're too far out of the ball park with stats. Be creative with what they do in and out of combat or just how they use the magic in the item.

How many and what kind?
General melee weapons would have different abilities and personalities than bows or magic staves.
Don't overlook shields, bracers, rings, or helmets.

When you say "legendary", I presume you mean artifacts?
