Heyo! I am getting WAY ahead of where my level 5 pc's are right now, and am designing a very down-the-road boss fight for them based on an enemy they'll be hunting until then. I originally was going to build one level 20 Dragonborn as if they were a PC and give them the Hand Of Vecna (As it makes sense in this campaign) but then, I saw some threads saying PC built bosses are boring or too fast and a crapshoot, due to the action economy. I really would love it to be a 1v4 for this fight, but do I need to buff up the enemy amount? A young black dragon mount or something or other. Right now, the build for the boss is look to be a fighter-rouge multiclass with the champion archetype. (If changing the build/completely reskinning it with a pre-made enemy helps please let me know as well!)
A level 20 that can take on a party of 4 level 10s should be possible... but may not be a particularly good quality encounter, as it will probably amount to "okay, the BBEG uses his action surge round 1 and kills a PC, and then everyone else surrounds and pounds".
Generally speaking you want damage output averaging (after defenses) 20-25% of the party's total hit points, which for a level 10 party built using point build or standard array is likely around 300 (rolled stats might be considerably higher). This typically means a base dpr of around 100. You also want enough hit points to survive the PCs beating on your boss for a three rounds or so, which is extremely dependent on the PC builds and itemization but for a party of 4 at level 10 probably involves somewhere between 250 and 400 hit points, unless extremely defense focused. All of this is doable (epic boon of recovery is likely your best choice)
