I'm trying to think of a few legendary actions and just cannot come up with anything. Would love some advice and ideas. Here's the characters description

His absolute, unwavering faith in SIA’s doctrine is what makes him both highly effective and profoundly dangerous. To Varkos, the rise of SIA is not a political ambition but a predestined truth, and any who stand in the way become obstacles to be removed without hesitation. All casualties—civilian, military, foreign, or even internal—are judged solely as collateral damage, necessary sacrifices in service to the greater vision he serves. Cold, loyal, and brutally methodical, Varkos leaves behind a trail of broken institutions and silently conquered cities, each one softened and ripe for SIA’s advance long before its leaders understand what happened.
Honestly, best advice is to grab the monster manual, a notebook, and a cuppa. Browse through the Monster Manual specifically looking at the different Legendary Actions that have been given to monsters. Ignore their types and the lore, just look at the actions as mechanics. Note down any that could work for your own monster. Once you've got a couple, you can either just give those legendary actions to the enemy or you can tweak them.
For example you could look at the Solar and alter the damage done by the legendary actions to be necrotic and force instead of Fire and Radiant. This kind of method for making your own monsters is honestly one of the easiest and lowest workload. You know what your monster should be though, it's your concept after all. So browsing the Monster Manual and Monsters of the Multiverse is one of the best ways to get inspiration.
