Hi. I'm a new dm running a Rise of Tiamat campaign and my players are about lvl 10 now. I was thinking about running a One Shot Battle Royale when some of them aren't available. What's a good, fun level to play a pvp at?
Generally speaking there is never a "good" level for PvP because the system isn't really built for player characters to fight one another for more than a round or two (allowing for certain mind-control effects). 5th Ed is built more for PCs combating monsters with stat blocks.
That being said, if you want an exciting PvP-esque sort of situation in a one-shot, maybe look to something more like a competitive race. The Tomb of Annihilation book has rules for Dinosaur racing that can be adapted to fit your needs pretty well, and failing that, Decent to Avernus has the Hellish War Machines that you could give players access to and sort of do a demolition derby in an arena with maybe some secondary goals for those who don't want to just smash cars an motorcycles together.
EDIT: Also, if you want to see a "Mario Cart" conversion for D&D......
I would look into the episodes of Critical Role when they do a one-shot battle royale. That is where I got my ideas for when I did this with my group of players. In my opinion, level 10 is a good level (depending on how adept your players are with their classes)
