I like to use grape stalks. Eat all the grapes ( get bonus food from this project!), turn the stalk upside down and put the end in some clay or the likes to keep it stable, then use cotton balls, or lichen or fake grass to make to foliage.
One of the EASIEST CHEAPEST AND QUICKEST ways is to use barbecue skewers, scrape them down and cut little notches out of then to make them look like bark, mount them in any styrofoam you can find in any packages (add a washer or anything small flat and heavy to keep from falling over, then cut up little scouring pads (the green kitchen type). You can get the styrofoam from just about anything you buy, and the sticks and pads from a dollar store. Then paint the styrofoam (this part wil probably need a prime coat) and branches to what you are happy with. If you want to get a LITTLE fancy put some glue on the scouring pads, get a couple different colors of flocking (again most available at dollar store) and cover with that. You can make a pile of trees, AND bushes for hiding for a few dollars and really quickly.

Cover old plastic toys on stands (plastic soldiers work fine) with cotton balls that you used a green felt pen on. Glue cotton to Toys.
I've printed out some nice paper miniatures and glued them to a penny as a base. Started using those instead of buying expensive plastic set dressing

If you have trees anywhere in the vicinity, go outside and pick up some twigs. Free, easy, and varied for lots of different looks.
