You've posted this in the Adventurers League forum rather than one of the more general D&D forums. Adventurers League is D&D organized play which can be run at someone's house, local game stores, online or at conventions and the characters you create and play are portable between all these places. Characters have to start at level 1 or level 5 and another posting in this forum contains a link to the current version of the player guide describing how to create an Adventurers League character.
However, to answer your question ... the only thing you really need to start with D&D characters are the free rules. You can create basic characters on D&D Beyond with a free account and you can download the free rules from the Wizards of the Coast web site.
If you want to buy a book, the essential book for creating characters and playing the game is the Player's Handbook. This book describes a wide range of races and classes and includes information on how to create a character and more generally on how to play the game. Races, classes, character creation, customizations, backgrounds, combat, exploration, spellcasting and other aspects are covered.
Xanathar's Guide to Everything and Tasha's Cauldron of Everything are supplemental books that include additional character options, additional spells and a variety of other content. However, these are not necessary to create a character - they just give you a wider variety of choices. The essential book is the Player's Handbook.
