The text is a little unclear what Ozymandius want in the adventure Abbey Isle. The text states he wants a clear passage for him and 2 veterans. But right after it is mentioned that he refuses to leave the island because his superiors would likely kill him for it.
Ozymandius drives the negotiation. He settles for nothing less than passage to the mainland for him and two of the veterans so that he can get help to fortify the island and rebuild. He offers the characters a place of honor in the cult.
The characters might try to trick the survivors into splitting their numbers. Ozymandius refuses to abandon the island, because doing so is deserving of a death sentence in the eyes of his superiors.

How would you rule this?
Vad är väl en bal på slottet.
“Abandon” is not the same as “leave.” Ozymandias is temporarily leaving the island to get help and return, not abandoning it.
