I have an archfey in my campaign as a lord mayor of a city deep in a sylvan-esque forest in the material plane. He's a Kipine in his natural form and shape shifts between kipping, owl bear, owlin and owl. The towns folk do not know he is a fey nor do they know of his shapeshifting, only having seen him in owlin form. A great catastrophe is about to befall his city while my party of players are there and he's gong to have to reveal himself at least in front of them. Help me smooth out all the ideas I have for his high level stats block please?

I like the idea and allot of the mechanical flavor but it needs some refining .Firstly multi attack needs rewording.
Secondly the stat block is a bit bulky and could use some streamlining. Think less about what he could do and more about what you actually want him to do and how you want that to work. Also consider splitting it into multiple stat blocks for each form if they are going to have allot of different abilities.
Some more specific suggestions
There are too many spells. Players have allot of spells because they have to do resource management, monsters do not. It becomes unwieldy and confusing to be dealing with a variety of levels and dcs. Pick one DC and decide before hand what levels they cast spells at.
I tend to not include spells that would only be used outside of combat in stat blocks, those effects can be handled with role play and a general character description.
Charm person and charming presence seem too similar. They have differences but they may not be noticeable to the player and those difference may actually just end up being confusing with him basically having two sets of rules for charming
Major and minor illusion are also too similar. If you want him to have realistic illusions just give him major at will.
There are too many concentration spells he can only use one at a time
Too many summon spells. Boss mobs don't really need summons spells because they have minions that can simply be there . If you want them to appear as a summoner only really one thing needs to actually be summoned.
