As a DM looking to expand my monster stock in beyond, am I better off investing in Volo's Guide to Monsters or Mordenkainen’s Tome of Foes?
When I was looking into a new adventure (ultimately went with ToA) I clicked on Rrakkma which immediately took me to the Tome of Foes. Thus, I was leaning this way, since it seems you need that to play Rrakkma.
If you're looking to just get the most widely used monsters for you money, the best order you can go is Monster Manual -> Volo's Guide -> Mordenkainen's Tome.
As a general rule, Wizard's is going to make the most widely used, easily applicable monsters first, and as the publish more and more books, they'll have to start working into the edges of "generic" monsters and starting creating monsters that are more specific. Mordenkainen's has a heavy focus on the Planes and as such might not be particularly useful for your ToA game. If you have the Monster Manual already, Volo's is probably going to give you more bang for your buck. If you don't have the Monster Manual, that's the book you need for sure!
As for Rrakkma, that's an adventure that's specifically included with Mordenkainen's, and revolves around monsters found in that book, for that reason. If that's an adventure you're interested in running, Mordenkainen's is a requirement for sure!
If you want to create a campaign with unique, random monsters, go with Mtof. It is also good if you want to use gith, demons, devils, elves (including drow), halflings, or gnomes. Volo's guide expands upon a lot of monsters in the monster manual. I personally prefer Mtof.
I do have the Monster Manual, Hermes, so Volo seems like the better choice. However, if Rrakkma is included in the Tome of Foes, it seems like the better value.
Ultimately, the CR rating Nordberg78 mentioned tells me Tome of Foes is probably beyond me, as my adventures are low level as of now.

Tome of Foes has a lot of high CR monsters, so if you are about to make a high level campaign this book might be the right choice.
Otherwise I would go for Volo's guide first.

Agrees, Mordenkainen's has the most unique monsters, that's for sure. Also @Yeenoghu900, welcome to the forums!
