If you are going to use them as the playable race, yes you want Mordenkainen's Tome of Foes where it lists out the Raven Queen and the relationship with the Shadar-Kai and then has the Subrace template (officially). Here is part of the description:
Sworn to the Raven Queen’s service, the mysterious shadar-kai venture into the Material Plane from the Shadowfell to advance her will. Once they were fey like the rest of their elven kin, and now they exist in a strange state between life and death. Eladrin and shadar-kai are like reflections of each other: one bursting with emotion, the other nearly devoid of it.
You need to have the book (or the race) purchased here (or be in a campaign with content sharing) to access them in the character builder. I bought the race alone as one of my players was interested in using it. Usually better, if you're buying just a race or class or subclass, to buy the "package" from the book. The entire package (often 4+ things, be it race, class etc) costs what 2 or 3 of the individual pieces would. Little complicated sometimes, but once you go through a couple times and buy bits of books, it's easier to navigate.

In the book "Mordenkainen Presents: Monsters of the Multiverse" has some races to play, including Shadar-Kai. While it doesn't say, on this site and DNDwiki, you get +2 Dex and +1 Con
Is there a race build for Shadar-Kai in a source book or do I need to build it in homebrew?
Shadar-kai are in Mordenkainen's. They're an elf subrace.

They don't show up as an elf sub-race when I try to select my race. There are only 4 sub-races under elf. I chose MToF as the source material. Weird.
