Monsters have to have a higher action economy (more things they can do per turn) than players, otherwise they won't be powerful enough to fight a party, since the party gets 4-6 times as many turns as the monster. Also, note that Multiattack=/=Extra Attack. Extra Attack allows a player to make multiple attacks in a single action, while multiattack allows a monster to make multiple specific attacks as a separate action.

While I don't have Meloon's stats in front of me, or even available, there's a good chance he's 20 HD -- NPC proficiency bonuses are based on CR, not level, and 20 HD with 4 attacks per round probably results in a CR of 9-12 for a proficiency bonus of +4.
I know I'm 3 years late to the last comment, but why would he have 22d8 hit dice? Fighter has d10 hit dice, then the 22 would suggest level 22. So yeah, I guess the difference between a NPC/Monster and a PC. I thought maybe it was a side effect of his condition, but don't see anywhere it states that, or if cured of his affliction, he returns to a different set of stats. SO??

Because of the stupidity of monster design in 5th edition. Honestly, given how CR works, monsters shouldn't have hit dice at all -- just assign them hit points.

The only use for monster hit dice in this edition is to give the DM some guidance on a reasonable range of hit points to use for the NPC if you need to make them a bit easier or harder.
Meloon for example is 22d8+44 which has an average value of 143 = (22 * 4.5) +44. However, the possible range of this is from 66 to 222 - which is a wide range but gives the DM some options if they want the NPC a bit harder or easier.

There is absolutely no need to have hit dice to do that. If you want to increase a monster's CR by 1, pick any 4 of the following (any option may be taken more than once)
+1 to hit
+1d6 damage (or equivalent)
+1 to AC
+9 hit points

I get a little hung up on the 5e idea that NPCs and Creatures aren't necessarily built the same as a PC, so that may be my block here.
I'm wondering about Meloon Wardragon's stats; specifically that he gets 4 attacks per round with his enchanted axe.
His proficiency bonus and CR lead me to believe that he's somewhere in the 9th to 14th level range as a pure Fighter.
But 4 attacks is something typically only seen with 20th level characters.
What am I missing?
