This elaborate cloak is composed entirely of Raven feathers and provides several benefits to the wearer.
Whenever you jump or fall from a height of ten feat or greater you can float harmlessly to the ground as if under the effects of the feather fall spell.
Any long or high jump can be extended by up to ten feet.
You can use an action to transform into a raven. You retain your ability scores in this form, but otherwise are limited to the abilities in the Raven creature block until you use an action to revert. You can do this a number of times equal to your proficiency bonus and regain all uses at dawn.
I am looking for feedback on the above item, is it too strong?
Here's a few things that come to mind about this cloak;
For the first bullet, I'd probably just reword it to make it similar to Ring of Feather Falling. Other suggestions on that feature if you don't want it to be "stronger" than the ring, you could add charges to it or change the wording to make it a glide (If you choose that route, look at simic hybrid for wording). All depends on what you're going for, but the main strength of this item is the raven transformation.
I don't see an issue with the second bullet.
For the raven transformation, I would change the ability score retention to you keep your mental stats, but use the raven's physicals stats. To me that just makes sense for what you're going for...less you have weird situations where you have a martial character with 20 str benching as a raven (which would be funny but doubt that's what you're going for). Also when you transform do you keep your hit points, or does it function similarly to polymorph but maintaining your stats? Also, is there a duration or just indefinite until you choose to revert? Finally, this one is more of a me suggestion, but have you thought about putting the regain uses at dusk? I know that's a small one, but I've always liked raven themed stuff to be tied to dusk, night, or twilight.

When you fall while wearing this cloak, you descend at a rate of up to 60 feet per round and take no damage from falling.
Any long or high jump can be extended by up to ten feet.
You can use an action to magically assume the form of a raven. In this form you retain your mental ability scores, but otherwise are limited to the abilities in the Raven creature block. You can remain a raven for a number of hours equal to your proficiency bonus and you can transform a number of times equal to half proficiency bonus (rounded up). You regain all uses at dusk.
Honestly, though, this sounds really cool! I like it! Maybe it would have a bit of solid leather on the top of the hood to mimic a beak?
