Is there a way to create a homebrew background that will grant weapon proficiency? I want to be able to allow a non-elf that was raised in a elven village to have proficiency with Long Bows.
I was about to say "of course!" but homebrew backgrounds only have Skills & Tools as options. Welp.
What you can do, if you have access to the Character Builder HOME toggle Optional Features - Customize Your Origin (available if you own Tasha's I think?) then you can replace a proficiency from their Race with something else. It'll depend on which race the character is, there's limits to what you're allowed to change up.
If that won't work for you, you could make a homebrew copy of the character's subrace and add Longbow proficiency there directly, and have them use that homebrew subrace. (I did that for a fellow player whose character is a drow raised on the surface so she has Elf Weapon Training instead of Drow Weapon Training.)
