So, one thing to take note of for the Nine Divines (except for Talos) is that their are different versions for each of these deities depending on the culture. You have the Imperial/Empire's version, the Old Nordic version, the Elvish versions, and the Khajiit versions. While they share many similarities between their interpretations, their are some differences that could affect domains. Having said that....
Dibella would be a great deity for the Peace domain. A lot of people only chose to see Dibella as a goddess of sexual love and beauty, but her role is much deeper then that. She wishes for her followers to promote both beauty and harmony throughout the world, to love all not just psychically, but emotionally and spiritually. All love is important, love of family, love of friends, love of community, and love of oneself. She teaches that, "No matter the seed, if the shoot is nurtured with love, will not the flower be beautiful?". So I feel that the Peace domain is perfect for her in that regard.
Julianos is know to also be the god of laws and justice, so the Order domain fits well for him alongside Knowledge and Arcana.
Kynareth can 100% have the Tempest domain. She isn't just the goddess of nature, she is the goddess of the Sky. Winds, elements, and all things of the air fall under her domain, including rain and storms. This is especially highlighted in the Nordic interpretation of Kynareth, called Kyne.
Stendarr, similarly to Dibella, is often times only viewed in a narrow light - with Stendarr being simply viewed as a righteous crusader against all evil and dark creatures. This is especially true in Skyrim due to the active role of the Vigilant of Stendarr. So it's easy to forget that Stendarr is also the God of Mercy and Charity, which is very much inline with the Peace domain.
Talos doesn't immediately make me think Light domain, but it definitely makes me think Tempest domain. Especially with his association with Storms (even being called Stormcrown by the Greaybeards during his mortal life) and the Thu'um (which is known by the Greybeards of Skyrim as the Storm Voice, a gift from Kyne herself).
Zenithar is the god of labor, commerce, wealth, and his teachings alongside Julianos act as the religious fountains of productive and thriving civilizations. So I think giving him the Order Domain would work here.
This is all I have have time to really look into right now but I hope this helps.
