Assume 2 targets hit by Caustic Breath (182 damage) with one use of Searing Burst (28) and one slam (21) is 231 damage, so that's fine.
Outside of Caustic Breath, however, he's going to make 1 Caustic Bolt (24) , 3 Slams (63) and 1 Searing Burst (28), for just 115 damage. That's about half of the damage he'll do compared to a Caustic Breath turn. While he could go for a spell instead, none of his spells are upcast, and none of them deal enough damage to make him forgo the rest of his abilities. If he uses Caustic Breath on the first turn and then doesn't manage to recharge it for the rest of the fight, the PCs are pretty much safe to smack him down pretty slowly.
Given his challenge rating, I'd look at giving him 2 additional recharge abilities, each of which is going to deal major damage. At 581 hit points I'd guess he'll go down after 5-6 turns of combat.
I'd give him one ability that causes all of his Modron minions to attack an additional time using their reaction (Recharge 5-6) and something that maybe summons swarms of Modrons.
This stat block is a joke for a being that is supposed to be tangling with Asmodeus.
STR, CON, INT, WIS, and CHA should be in the high 20s if not a 30. You also need to add a pile of damage resistances and immunities as well as condition immunities.
the word ‘unerring’ does not mean what you think it does. Let’s go with auto-hit for 60+ damage like a Marut.
Other than ‘prime eternal’ nothing on this stat block tells me that this is the god of mechanus.
I would suggest that this be an Avatar/Aspect of Primus vs stat block for the deity himself then it makes sense to have him be a bit weaker and actually have stats period. Like facing Tiamat - the statblock you normally see that is CR30 is actually an Aspect of Tiamat.
The Modrons have been tricked, and made the Material Plane the first stop on their semi-demi-annual Modron March.
The players may have to face Primus, Mecha god of balance and neutrality, as he takes selfies and asks to speak to the Material Plane's manager.

I had also thought to place a couple of Secundus on the field as well, which should prove interesting.

Maybe throw in some villian actions.
I could think of him maybe manufacturing large amounts of modrons and releasing them.
Maybe him being able to use the average hot and damage, take some stuff from clockwork sorcery
