Resetting the spend rage uses with a short might be a way, but a player then needs to seperate which rages he actually used to rage and which ones he used to deal additional damage. There must be a simplier way to do this :D. Another solution might be the that you get the +1d8 cold damage while raging and once per short rest you get additional damage that scales with your level and deals half as much cold damage to yourself (as soon as you get cold resistance only 1/4th), so this is a really powerful attack that drains yourself. For example:
Íss Rage
Starting at 3rd level when taking this Path, while you are raging, you deal an additional 1d8 Cold damage with your weapon attacks. Also, when you hit with a weapon attack while raging, you can deal an additional 2d8 cold damage to the target and half as much damage to yourself. The extra damage increases to 3d8 at 5th level, 4d8 at 9th level, 5d8 at 13th level and 6d8 at 17th level. Once you have used this feature, you must finish a shirt rest before you can do so again.
The scaling is more or less the scaling of the extra damage a smite gives you (but not capped at 5d8). Maybe remove to damage to yourself. I think this way the feature is easier to use, since it doesn't depend on your rage uses. Here in ddb it would be a simple once-per-short-rest-feature. You get a contast bonus while raging and could make one bit swing. And since you could make this when you hit, you don't have to make the decision to use the feature befor you made the attack roll. This would make for a devastating critical hit :D.
For Svell I'm now not sure, if you should be able to use it more than once each short rest or day. Basically it is a weaker cone of cold 3 levels after an arcane user gets cone of cold. Maybe make it use an number of times equal to your strength mod while raging and resetting after a long rest.
I really like the class so far, I think I have to steal this one :D
Scaling damage for the one-shot burst of Íss sounds like the best option indeed! I'd probably have is use up the Reaction action, though, just so that it doesn't feel like it's "free" (albeit being a once every short rest thing).
For Svell... Thing is it's basically the only AoE option the Barbarian would have, so I think it's quite a boost in versatility. Maybe the way to balance itwould be to have it available twice per short rest and use up one attack instead of the whole Action of the turn.
As to the "stealing"... Steal away man, you're helping me a lot design this, so it's only fair ;)

You mean that this one-shot burst could appear on a reaction trigger like "once when you are hit you might make a single attack against the attacker by using your reaction" kind of thing?
Svell as a twice per short rest feature seems to be the best idea and trading an attack would let it feel really powerful since you could smash something with your weapon and additionally blast everything in front of you with this AoE attack. Really cool.
As for the stealing: Thanks for the permission. Maybe if it isn't a high priority for you to make money with the subclass we could put the two classes from here and others into a document and put the classes under the OGL and onto the DMs Guild. This way everyone could use the classes essentially "for free" in their documents as long as they include the OGL and through the DMs Guild more people could have access to the subclasses than just us :D
I meant it as in "Also, when you hit with a weapon attack while raging, you can use your reaction to deal...", This way it is still triggered by your attack, but it "spends" your reaction.
Svell is approved then ;)
On the last point: I have no real interest or need to make money from my subclasses (if I get something is obviously welcome, but it's not my priority). All the subclasses I threw around the forums so far are slowly being recreated and published here in DDB as homebrews, and they are always available on the DM's guild as "pay what you want" PDFs. To answer plainly: I agree with your proposal :)

Ah I always forget that you can use your reaction also on your own turns. Yeah I thing that’s a good idea to include some kind of cost to it in this way.
