Part of the game’s action economy is set up the way it is because it forces a PC to take 2 turns to set up a combo like hex + Hexblade’s Curse for example. Since most combats are over in about 4ish rounds, cutting that time in half could be a problem.
so basically my SoulKnife rogue has only one bonus action, even though he has two skills that can be done on a bonus action (Cunning Action and Psychic Blade) right?
so i would have to choose if i wanted to move (withdraw, disengage or, hide) or, attack (form and range attack Psychic Blade), even though both say bonus action they can't be done at the same time. Am i understanding this correctly?

You are. You still get your normal attack, which can be with your psychic blade, but you can't both take the extra attack and use cunning action. This is the same tradeoff you'd face if you were doing two-weapon fighting.
