If we're trying to keep balanced, I'd say treat it under the rules of ritual casting, but this version would be restricted in that the player can only target themselves, and this ritual transformation can only be used to turn into the specific animal forms from the Shantae games... so something like Monkey, Spider, Crab, Bat, and Elephant. The non-animal transformations from the games would probably be too powerful.
I think it would probably be easier to keep it as a Druid Subclass, since you could treat it as a form of Wildshape instead of treating it as a spell. At that point it would mostly be a way to get some utility transformations to help with puzzle solving rather than combat, so the limits make sense in that way... it gives players access to some stealth options, flight options, swimming options but aside from the Elephant they're all forms that are nearly useless in combat.

Yes, I was thinking that it would be a one minute ritual spell that requires concentration, so it would be basically useless in combat unless you casted beforehand. And yes, maybe I might even remove elephant, so it is really only good for puzzles and such. However, I'm not sure I may add this in the first version. I may add it in, though.
