I think all of us have tried our hand at making a zombie horde block for monsters. I'm not really interested in a debate on the merits. For some games it makes sense. In any event, I was mulling over a mechanic that could make the transition between horde and individual monster more seamless. For my purposes, a horde is a replacement for swarms used for base creatures of Small or Medium size. Larger creatures aren't appropriate candidates for this mechanic, nor are creatures with spells, legendary actions, or lairs. The mechanic is essentially the same as with swarms, but with the following changes:
A horde at full strength is Gargantuan.
Divide the horde's hit points by three. The first time the monster's hit points fall below twice this amount, its size falls by one category. The first time the horde's hit points fall below this amount, it shrinks again.
When a horde is reduced to 0 hp, it makes a Constitution saving throw (DC of 5 + the damage taken). On a successful save, 1d4 component creatures emerge in the space occupied by the horde, each with half their hit point maximum.
